oh, sorry.. ive forgot to put sample picture of scanlines.. -this is how it looks like click the image for more closer look at the scanlines.

seems like a form of filtering... is it the diagonal lines?? not sure but the pic when clicked isnt that big...

Every Splinter Cell is trained to make horizontal scanlines in the Third Echleon. Create a new 1x2 pixel image. Choose pencil and color the top pixel black and erase the bottom pixel so it is transparent. Click Edit - Define Pattern and name the new pattern as Scanline then press ok. Open the image that you want to add the scanlines to and create a new layer at the top of the image. Click Edit - Fill and choose Pattern in Contents and choose Custom Pattern. Find the pattern that you made named as Scanline and click Ok. Change the opacity of the top layer to adjust the strength of the scanlines. Splinter Cell One out...
